Only 10% dalits have benefitted from the Reservation
*Dalit emancipation is not possible without a revolution 
*Revolution is not possible without the widest participation of Dalits

Chandigarh, 14 March. Known writer and intellectual Dr. Anand Teltumbde said here today that all experiments dalit emancipation by Dr. Ambedkar ended in a 'grand failure' and for elimination of caste, we have go beyond their movements.
While speaking at Fourth Arvind Memorial Seminar here in Bhakna Bhavan, a national level five-day seminar on the topic of 'Caste Question and Marxism', Dr. Teltumbde said that only 10% of the dalits have benefitted so far from the policy of Reservation. The reason for this is that Dr. Ambedkar did not correctly constituted the policy of reservation. He said that dalit emancipation is not possible without revolution and revolution is not possible without the widest participation of Dalits. 
Dr. Teltumbde said that communists of India applied Marxism in a dogmatic way and so they neither understood the caste problem correctly nor they were able to draw a correct strategy for struggle against it. While agreeing with many points in the keynote paper presented in the seminar, he said that by rejecting Ambedkar, Phule or Periyar the social revolution can't move ahead.
He said that Ambedkar did not make a thorough study of Marxism, but he had a deep attraction for it. We have to think to bring together Marx and Ambedkarite movements. For this it is important that Communists should stand by dalits in every instance of atrocities over dalits.
Editor of 'Ahwan' magazine Abhinav presented a detailed criticism of the philosophical source of Ambedkar, an American philosopher John Devy and said that he did not provide any complete way-out for the emancipation of dalits. He did not go beyond getting some concessions from state in the form of 'Affirmative action' and welfare steps. The same thing we find in the ideology of Ambedkar. Expressing disagreement with many points raised by Dr. Teltumbde, Abhinav said that the reasons for the failure of all experiments of Dr. Ambedkar have to looked for in his philosophical outlook. While brushing aside the theory of social revolution he continued only to experiment and even there he lacked rationality.
Abhinav said that while acknowledging the contribution of Dr. Ambedkar in bringing to forefront the dalit identity and creating consciousness among them, but along with this we have to present the criticism of political-economical-philosophical views of Dr. Ambedkar. 
Mr. Lalto, professor at IIT Hyderabad and a known writer said that Marxism is not a static philosophy, but it gets enriched with many new ideas continuously. Marxists should also use other methods of epistemology and should not rely solely upon a single method. Prof. Sewa Singh said that Ambedkar’s contribution should be evaluated in the light of a correct historical perspective. Alongwith this, Ambedkar’s views about muslims should also be reviewed.
Sukhwinder, editor of Punjabi magazine ‘Pratibadh’ sharply criticized the comments of Dr. Teltumbde on the communists of India and said that communists of India did not even had the program for Indian revolution, so in such circumstances it should not be expected a correct line on caste question from them. But in every part of the country communists fought in front ranks for the rights of oppressed and exploited and gave uncountable sacrifices.
Discussion is still in progress on the two other papers presented in seminar. From ‘Sanhati’, Asit Das presented his write up on “Caste question and Marxism” and a paper by Arjun Prasad Singh from PDFI, Delhi was read out by Tapish Mandola because of his inability to attend the seminar.
Senior leader of Unified Communist Party of Nepal (Maoist) Ninu Chapagai, Kashmir Singh from Sirsa, Jitendra Bharti from Dehradun, Rohit Rajora & Surya Kumar Yadav from Lucknow, Dr. Amrit from Ludhiana, Rajesh Kumar from Varanasi also spoke on the keynote paper of the seminar.

Punjab Election:Poll % has considerably declined

Recent Punjab assembly polls witnessed highest ever turnover of around 79 per cent voting which could be projected as an evidence that Punjabis have a firm faith in the democratic system based on universal suffrage. But, at the same time poll percentage has considerably declined in the case of both the Akali-BJP combine which returned to power for the second time in a row and its main rival party, Congress- a runner-up in the election fray. As compared to the 2007 assembly elections, the winning alliance secured 3.49 per cent lesser votes and Congress’s share came down by 0.79 per cent. This trend indicates the Punjab voters have not swung in favor of either of the two main contenders. And they wanted a change in the regime which eluded them because of various reasons and factors. As statistics vouchsafe that the winning alliance, at least, could not claim the people have voted in favor of them overwhelmingly and have recorded their appreciation for “ better governance and development works undertaken by the last Akali-BJP regime”.    
    Thus, the election results have surprised and puzzled many about how the vote-arithmetic have worked and what factors played their decisive role in sealing the fate of an overconfident Congress. In their attempt to crack the puzzle; thinkers, academicians, journalists and social activists assembled in Kisan Bhawan here today and deliberated for about three hours on the undercurrents that brought Akalis-BJP back to power.
Participating in the discussion, organized by the Punjab Manch, former Baba Farid Medical University Registrar Dr Piayre Lal Garg said it is interesting that the Akari-BJP comes to power in Punjab even by getting 3.49 per cent less votes as compared to the 2007 election. Dr. Garg said there should be an alternative agenda to rally around recurring dissent among the people against the corporate and neo-liberal policies being pursued by the mainstream parties. There is an urgent need of dismantling a myth being orchestrated by the media that Akal-BJP combine won the election because of the best management by Sukhbir Singh Badal. 
Commenting on defeat of Congress, Senior journalist Hamir Singh said the Congress had failed to project itself as strong opposition to the Badal government, hence it could not cash upon on apparent wide-spread resentment among the people on some anti-people policies of the outgoing regime. As the Akali-BJP regime followed the same model of development in Punjab which was being pursued by Congress led UPA government at the Centre, the Punjab Congress could not gather the moral strength to oppose those policies. Visibly upset over such developments, the people wanted a change in the state’s governance and voted for the PPP getting a sizeable 5.17 per cent votes. Whereas Samajwadi Party swept the polls by gaining the same per cent of votes over its nearest rival BSP in Uttar Pradesh.
Senior columnist-writer Jaspal Singh Sidhu said the Punjab Congress lost election because its Delhi-based high command invariably adopts a patronizing attitude towards its state units and acts as a balancing force for different pressure groups instead of resolving their differences for strengthening them. Such top-down command structure of Congress and other all-India party, BJP are fast ceasing to work in the era of reasserting regionalism that has already forced the ‘national parties’ to form coalition governments with regional political parties.
Senior journalist Jagtar Singh said that the Akalis who were loosing six months before the polls, However managed to refashion their image, through skillful management. Despite the Election Commission’s strict vigilance, candidates freely exercised use of money and drinks through some innovative ways to buy votes.
Prof Manjit Singh from Punjab University said the common man stands nowhere in the electoral system which has virtually been hijacked and seized by those who have a hold on political, money and muscle power. And the democracy is no longer a participatory exercise for the people to choose their own representatives rather it has been turned out to be a ‘convenient tool’ in the hands of a political class to usurp power. 
Another columnist Karmajit Singh said the panthic agenda from religious point of view was totally ignored in the election but cultural strains too become a casualty perhaps because of globalization and corporate dominance has succeeded in spreading the Western culture and English language.
Another journalist Yadwinder said the politics has been corporatized leaving a shrunk space for alternate people’s agenda. 
But Malwinder Singh Mali said that people’s search for 3rd alternative could be seen as they refrained from voting the two mainstream parties resulting in decline in their vote share.
CPI(ML-Liberation) activist Kanwaljit Singh said the masses has to be motivated and politicized to make them vote for the alternative agenda of change as the masses in placid situation tend to be driven by their vested interests and short-sightedness. 
Former Punjab Mandi Board chairman Jugraj Singh Gill said congress lost elections because of wrong allocation of tickets.

Celebrate Birth anniversary of Shaheed Udham Singh

Throw away yokes of slavery-PPP

Chandigarh : People's Party of Punjab (PPP) today asked people to celebrate the birth anniversary of Shaheed Udham Singh (December 26) by taking a pledge that people of Punjab will throw away the yoke of slavery from corruption, communalism, casteism and anti-people forces.
"The great martry Shaheed Udham Singh used to call himself Ram Mohammad Singh Azad indicating that he had epitomized the aspirations of all religions and all people of India so that they could breathe in azadi", PPP chief Manpreet Singh Badal said today. He stated that despite being granted political independence from the British Raj, people have still not achieved independence from aristocracy, dynasty and family rule. People still have to achieve independence from corruption and communalism.

PPP, which organized a rally at Sunam yesterday, said that the true tribute to Shaheed Udham Singh would be to rise above these divisive tendencies and work towards creation a new Punjab. Manpreet reminded people that though the Congress leadership at that time had condemned the act of Shaheed Udham Singh, it was Udham Singh's nationalism along with other revolutionaries that unleashed a movement that the British were not able to counter.

Shaheed Udham Singh is reported to have not celebrated the New Year for 21 years since the fateful day of Jallianwala Bagh.

Today, Punjab needs to embark upon a new freedom struggle. That would be a true tribute to Shaheed Udham Singh.

Prospects of Punjab do not figure in his list

People’s Party of Punjab (PPP) Senior Vice President Kushaldeep Singh Dhillon remarked that the Shiromani Akali Dal (SAD) under Sukhbir Singh Badal is extremely keen on awarding tickets to businessmen rather than social workers and public spirit persons.
Scores of businessmen, transporters, property agents, liquor contractors and the like are the top-listed candidates and aspirants for Sukhbir Singh Badal. People who are into social service or work for public good have no space left in the Akali Dal. The reasons for Sukhbir awarding tickets to such businessmen are obvious, since Sukhbir himself is more concerned about his own business prospects. “Prospects of Punjab do not figure in his list at all, and it is regrettable that under Sukhbir’s leadership the ticket goes to the richest, whose services can be utilized to further the business interests of Sukhbir.
This attitude is a far cry from the ideology and thinking of the Shiromani Akali Dal where the interests of Punjab and Punjabis used to be paramount. Traditional Akali leaders like Master Tara Singh and Sant Fateh Singh used to prefer candidates who would devote their lives to the cause of the nation. Compared to traditional Akali leaders, Mr. Parkash Singh Badal preferred to grant tickets on political basis and winnability criterion. The Akali Dal led by Sukhbir, on the other hand focuses only on business prospects of the candidates, and the cash flow that accompanies the candidate.
The decline of the Akali Dal, where businessmen including liquor contracts, transporters and property dealers are running the roost is a sad tale for Punjabis.         *********

Chandigarh, August 20:-- The Shiromani Akali Dal Patron and Chief Minister, Punjab S. Parkash Singh Badal appealed to the sikh masses that to maintain Supremacy of Sri Akal Takht Sahib, management of Sikh Shrines in the best possible way, upgradation of Sikh educational institutions and to defeat the forces inimical to the panth, they should vote for SAD-Sant Samaj candidates in the general elections to the “Parliament of Sikhs”, the SGPC. 

  Releasing the Panthic Agenda of SAD-Sant Samaj Combine at the 26^th death anniversary of Sant Harchand Singh Longowal S. Badal said that Sikhs have made huge sacrifices and fought numerous battles to get Gurdwaras vacated from the “Mahants”. He said that a number of “Morchas” were organised by the community including Saka of Nanakana Sahib, Panja Sahib, Jaito Morcha, Guru ke Bagh Morcha and Chabian da Morcha besides others. He said that hundreds of Sikhs were martyred, thousands were imprisoned and thousands other were brutally tortured by the British regime.

Describing SGPC as “Parliament of Sikhs” the SAD Patron said that Shiromani Akali Dal has the honour to claim that right from the time of its inception in 1920 till today the sikh masses have always trusted the SAD for the management of sikh shrines. 

Releasing the agenda, S. Badal said that people were aware of the fact that right from the establishment of SGPC, the Congress party had always tried to interfere in the religious affairs of the Sikhs with an intention to get the control of SGPC.

Briefing about the document released today  S. Badal said  that  for the information of the masses, the achievements of the SGPC in the last seven years and earlier, have been included with self explanatory photographs of all important educational institutions, sikh missions, Gurmat Vidyalas and Sarai (inns) built for the convenience of pilgrims.

  S. Badal complemented SGPC for establishing Sikh University and described it as a historic achievement of the Khalsa Panth.

 S. Badal further expressed satisfaction over the performance of all 110 education institutions run by SGPC and informed that 74745 students are getting quality education at a cheaper rate in these institutions.

Panthic Agenda begins with the three page impressive appeal  of the SAD President S. Sukhbir Singh Badal. In his appeal S. Sukhbir Singh Badal has described the menace of drugs, female foeticide, environmental pollution as the big challenges before the Khalsa Panth. He stressed that there should be a quality school, a well equipped hospital and a nice play ground along with each and every Gurdwara Sahib being managed by SGPC.

S. Parkash Singh Badal said that a long pending demand of direct telecast of ‘Shabad Kirtan’ from Sri Harmandir Sahib has been fulfilled. He also lauded the use of Internet and other modern techniques by the SGPC for preaching  sikh religion.

          Disclosing about the future agenda of the SGPC, S. Badal said that apart from establishment and up-gradation of the education institutions, a campaign against the drug abuse, female foeticide and social reform would be a launched by the SGPC. He also said that Institute of Advanced Studies in Sikhism in the name of former President of SGPC Panth Ratan Jathedar Gurcharan Singh Tohra would be completed in time. Similarly, the most important job of authentic translation of Sri Guru Granth Sahib, which is under progress, will be completed in the shortest possible time and it would further be translated to different languages so as to spread the message of social equality and universal brotherhood enshrined in Sri Guru Granth Sahib to whole of mankind. He said that SGPC would establish a wonderful Museum with a cost of Rs. 100 crore at Akali Market Sri Amritsar and  Rs. 25 crore would be spent of construction of Sarai (inn) at Saragarhi site. He said that Langar building at Sri Harmandir Sahib is being upgraded with Rs. 20 crore.

         

Congratulating the SGPC on successful conduct of ‘Khalsai’ sports S. Badal said that sports is the need of the hour and ‘Khalsai’ sports will continue with the same vigour in the times to come for the better future of the sikh youth.
