ISIS no longer in control of physical territory

OIR Follows in Predecessors' Footsteps in Defeating ISIS
23rd July 2020//By Terri Moon Cronk DOD News

A coalition created from a diverse international community will continue its support of the people of Iraq to enhance the capabilities of the nation to ensure security and stability.
The Combined Joint Task Force-Operation Inherent Resolve coalition has achieved great success in its mission to defeat the Islamic State of Iraq and Syria, the deputy commander of CTJF-OIR said in a live satellite feed from Baghdad.
In an update on the coalition's operations, Air Force Maj. Gen. Kenneth P. Ekman emphasized that the success in defeating ISIS is built on the triumphs of predecessors and Iraqi and Syria partners.

With ISIS no longer in control of physical territory, Ekman said the organization struggles to conduct coordinated activities, because Iraqi security forces find and destroy their hideouts and weapons caches. ISF efforts are enabled by coalition support, including advising, intelligence planning and precision airstrikes, he added.
Four members of the Iraq Federal Police conduct an exercise.
Members of the Iraq Federal Police assigned to the 13th Brigade, practice squad movement drills at Besmaya Range Complex, Iraq, Aug. 5, 2018. A coalition created from a diverse international community continues its support to the people of Iraq to enhance the capabilities of the nation to ensure security and stability.
''The ISF continues to prove their capabilities as a cohesive force, even in complex operations,'' he said, citing how the Iraqi Joint Operations Command recently wrapped up the fourth phase of the Heroes of Iraq Campaign. They showed outstanding cooperation among the Iraqi army, Federal Police intelligence service and anti-terrorism troops in clearing ISIS hideouts in remote areas.

''Wherever [ISIS] seeks sanctuary, the ISF will find them,'' Ekman said.

Progress also is evident in coalition reposturing, he said.

''We are getting smaller. In the early days of the coalition, a broad network of bases was essential. We were battling ISIS in Mosul, Anbar and Abu Kamal ,'' he said, noting that the bases were used to foster U.S. relationships with the ISF and stage training and tactical capabilities.

A member of the Iraq Federal Police kicks in a door as two other police men back him up during training in Iraq.
Now, more than six years later, the coalition has trained in excess of 250,000 ISF and has built strong relationships based on trust and mutual interests, the general said, adding, ''The ISF is doing things for itself — training forces and even developing training cadre that we used to do for them.''

On July 25, he added, ''we will take another step by handing over control of the base Besmaya to the Iraqis. Spain led the coalition effort in their training of 50,000 ISF since 2015. Their work is done there.''

So the coalition in Spain can depart — divesting equipment and facilities to include enhanced weapons ranges and mock-urban villages, valued at almost $5 million to the Iraqi government.

Base transfers to include Besmaya reflect a shift to providing high-end advice and support at the operational command level. Because the Iraqis still need coalition help with planning, intelligence and surveillance capabilities and coalition airpower, OIR activated a military advisory group July 2 in Baghdad, Ekman said.

The centralized location allows military advisors from 13 coalition nations to work alongside senior Iraqi officers to plan and execute operations against ISIS across all provinces in the country, he noted.

''This approach has already proven its value in recent large-scale operations, to clear [ISIS] remnants,'' Ekman said. ''The ISF is already stronger than ISIS. Our high-level advising approach is moving our Iraqi partners to improve self-reliance. Together, we remain united and resolved to achieve the enduring defeat of [ISIS] and regional stability.''

After recently traveling to northeast Syria, the deputy commander highlighted the coalition's close partnership with the Syrian Democratic Forces and their success against ISIS.

''They are capturing ISIS lieutenants, busting smuggling networks and denying [ISIS] territory, critical infrastructure and revenues. Overall, the SDF is a strong, capable force, and we are committed to partnership with them,'' Ekman said.

The general reminded reporters of the selfless service of U.S. troops. ''Yesterday, we lost one of our young warriors, who was conducting a security patrol in northeastern Syria,'' he said. ''On behalf of our commander, [Army] Lt. Gen. Pat White and the entire 82-member coalition, we send our condolences and prayers to the families of our fallen comrade.''

Dr Samanta on hegemonistic aspirations

Sun, Feb 17, 2013 at 10:36 PM
US imperialism involved directly and indirectly
To
The President,
IDBD

(People round the world must rise up to build powerful organized well-coordinated anti-imperialist movement to stop the murderous run of world imperialism led by US imperialism)

Dear Sir,
As you know, we are passing through a time when in the absence of mighty socialist camp led by the USSR, the imperialists-capitalists headed by US imperialists, unable to come out of the insoluble crisis they are ridden with, are on a rampage, pursuing their hegemonistic aspirations, overlordism and brigandage with impunity. Alongside military invasion and illegal occupation of others’ territories, they are now conducting their loot and plunder through neo-colonial route of exporting finance capital and ruling either by installing a puppet government or by forcing the governments of the weaker nations to be pliant with and subjugated to their dictates . They are also causing economic blockade or resorting to escalated violence to circumscribe the weaker nations. For more than six decades now, US imperialism in particular has been directly and indirectly involved in all types of illegal regime changes employing assassinations, bombings, sabotage, terrorism, electoral fraud and such other black means. Whenever the US imperialists can no longer use and abuse a peripheral country, they first attempt to employ open (or white) measures (diplomatic, political, economic, military, etc.) to force a necessary change in the national political leadership of the target state. However, when they fail to attain this objective using “white” or overt actions then, they do not hesitate to initiate, conduct and pursue “black reconnaissance” actions against its perceived and identified enemy targets, or threats to its global strategic interests. Black reconnaissance actions are primarily hidden in the dark and kept from the public, secret and clandestine in nature. They are almost always illegal and violate accepted international principles and norms. Venezuela, Bolivia, Ecuador, Honduras, Haiti, have all borne the brunt with variance in degree. Somalia has been victim of the US imperialism-designed “nation building process” and ‘‘kind of humanitarian mission”. The NATO air raid in Kosovo, undertaken without the authorization of the Security Council and largely by using US forces to save the victims of so called ‘ethnic cleansing’ by President Slobodan Milosevic was soon  proved  to  be  a  step  towards fragmenting the Balkan states and deepening  imperialist  strangulation.
For last three decades, the US imperialists along with their allies like Zionist Israel and British imperialismhave targeted West Asia obviously with a view to having total control of the rich oil fields. USA and its imperialist allies invaded and occupied Iraq on a completely trumped-up charge of possession of weapons of mass destruction. After the occupation of Iraq, USA has tried to keep its stranglehold on the country by installing a puppet regime on the one hand and by instigating ethnic strifes and violent conflicts between religious communities on the other. On the dark pages of human history which record the worst instances of naked aggression of big powers over smaller nations, Afghanistan has been a recent hapless inclusion. The war-monger US imperialists, the chieftain of the world capitalist- imperialist forces, have pounced upon this poor country with such venom and cruelty and have brought about such murderous devastation of human life and property, that have shocked and worried the peace –loving people of the entire world, not to speak of their inflicting unfathomable sufferings upon the Afghan people themselves.Having established control over Iraq and Afghanistan, USA is now turning its attention to other countries in the Middle East and North Africa. Central to US strategy in Middle East is unqualified support to Zionist Israel and to set it up as a bulwark against the surging tide of nationalism and anti-imperialism in the Arab countries; side by side, the US is lending support to the autocratic, tyrannical and despotic rulers in the Arab countries who perpetrate the most ruthless repression on the people, but protect the US interests. For a long time, US imperialists have been using Israel in subduing the most legitimate and just demand of homeland of the Palestine people. In Libya and Syria they are fomenting troubles through agent provocateurs. They are setting up their agents to destabilize the governments through violent armed actions under the cloak of ‘fighting for democracy’.  In the name of providing humanitarian aid to the people under attack from Muammar Gaddafi’s government in Libya, and giving logistic assistance to the forces fighting Gaddafi they, under NATO banner, US imperialists launched a full-scale air-war on Libya and savagely assassinated Gaddafi with the help of so called National Transitional Council (NTC), an organization propped up and backed by the agents of reaction with the blessings of US imperialism and its associates. Alongside a direct armed assault and creating ‘fifth columnists’ inside Libya, the US imperialists also pressed into action the International Criminal Court (ICC) which is increasingly being used as a tool by the Pentagon and Western imperialist powers in their bid to establish direct control over the  huge natural resources of Africa and West Asia. After having demolished Libya, the US imperialists and their allies have now chosen Syria. The present turmoil of Syria was perpetrated and monitored by none other than the US imperialists, towing their allies behind them. It is revealed in the media that just like Iraq and Libya, $6 million was handed out to Syrian groups aligned with US imperialism by the Bush administration after 2006 with a view to ensuring fall of the incumbent Syrian government. Lebanon is also on the radar of the US imperialists. Just the other day, Zionist Israel bombed the territories of Syria. So is Iran who along with socialist North Korea and Cuba has been included by the US rulers in their “axis of evils”. It is reported in The New York Times that US is carrying out secret military and air strikes in Yemen. Sudan, the oil-rich mineral-rich East African country is now a prime target of the US imperialists.
This is how the imperialist web now extends over the entire globe. How could the imperialist powers particularly the US imperialists be so unbridled in their pursuit of international gangsterism and hegemonism? The answer lies in the qualitative change in the international correlation of forces following sad dismantling of mighty socialist camp due to revisionist conspiracy aided and abetted by capitalist-imperialist powers. So long the socialist camp existed, it, notwithstanding certain limitations and shortcomings, worked as a bulwark of anti-imperialism and peace. Had the bipolar world existed, the US imperialists and their allies would not have the nerve to undertake such dastardly activities with alacrity, unleash a reign of terror round the globe and openly threat the countries or political personalities not seeing eye to eye with them of dire consequences. Cowardly acts like summarily executing political opponents openly and boastfully would not have been that easy and go unchallenged. One would have observed that since collapse of the USSR and Eastern European socialist states in 1989-1991, US imperialists have launched five wars of invasion — in Iraq twice, in Yugoslavia in 1999, in Afghanistan in 2001, and now in Libya. It is pertinent to mention that Indian capitalism has also assumed imperialist character, given rise to a financial oligarchy by merger of industrial capital with banking capital and is exporting finance capital abroad to exploit cheap labour and raw material. Thus, the Indian monopolists have become junior partners of world imperialism and in order to fulfil their aspiration to become a formidable power in central and south Asia, they are increasing tilting towards the US camp, entering into nuclear treaty with them, undertaking joint military exercises and backing US design to target Iran, North Korea and other regimes opposed to US imperialism.
But the freedom-loving people of the world cannot remain a mute spectator to this overlordism, brigandage and gangsterism of the world imperialist powers headed by US imperialism nor should they be duped by the incessant imperialist propaganda. The imperialist sharks will be unbridled in their tyranny if there is no organized people’s resistance against all their felonious acts. Just as they did in Libya, the US imperialists and their allies will sneak into every country under this or that pretext, implement their nefarious designs, pit one section of the people against another fomenting divisiveness centring on religion, ethnicity or such other count to buttress their heinous agenda, overpower countries not falling in line with them by unleashing military attack and plotting killing of political opponents. One after another country would fall to such imperialist machination spelling doom to mankind. When the US imperialists and their associates are merrily indulging in all kinds of criminal acts and trying to cover them with panoply of cooked up alibis and charade of ‘restoring democracy’, the obvious question people should ask is who are they to determine what kind of rule would prevail in any other country? It is the exclusive preserve of the people of a country to decide what nature of governance they would like to have. Even if rulers of a country perpetrate genocide, it is upto the people there to develop powerful democratic movement or if the situation so warrants, a strong resistance movement to dissuade or dislodge the incumbent repressive regime. Democratic minded people of the world can also develop strong international public opinion against such crimes and extend moral support to such movement so as to create pressure on the culprit regime for stopping the ghastly activities. There are international diplomatic codes, existence of international bodies like International Court of Justice or even UNO, notwithstanding considerable dilution in their roles and their sickening obedience to the wishes of the US imperialists and their allies, to look after such matters. What is the propriety of the US imperialists and their cohorts to arrogate to themselves the power of functioning as international gendarme and nakedly meddle into the internal affairs of any country and that too by moving armed troops? If such be the case, what would be the fate of the lofty concepts of freedom, sovereignty, territorial integrity and independent state then? Is it to be assumed then that all these concepts are slated to vanish into thin air because the US imperialists have now emerged as a superlord by dint of their brute military might and hence ordained to write a new doctrine of democracy which is tantamount to meek unquestioned surrender to their sermons and fiats? If any ruler of any country does anything wrong, runs an autocratic regime, it is up to the people of that country to decide how he should be dealt with, what punishment should be meted out to him. History will judge his actions. Same is the case with Libya. Wherefrom do the US imperialists and their cohorts who in their own countries are brutally suppressing democratic movements, muffling voice of dissent and practising fascist dictatorship under the garb of parliamentary democracy, flouting and disobeying all democratic norms, codes and practices, derive the authority to militarily intervene in Libya or Iraq and engineer a regime change by murdering Gaddafi and Saddam?
We are to keep in mind that what these imperialist despots fear most is the united conscious people’s movement. People must act and act decisively. True, in the situation obtaining, people apparently seem to be having no weapon to halt the murderous run of the imperialist sharks, to thwart the sinister imperialist machination of “humanitarian intervention with daggers drawn” or “trigger-happy export of democracy”. But that weapon has to be developed in right earnest, the invincible weapon of asserting of people’s power in right form. Of late, there have been spontaneous upheavals of people against pro-imperialist regimes in Egypt and Tunisia. Undeterred by the bullets and brutality of the autocratic regime and defying the long-continuing repressions that they have dreaded so far, lakhs of oppressed Egyptians from all sections of the society including women congregated at the Tahrir Square of Cairo and other parts of the country in the last week of January, 2011 to demand an end to thirty long years of President Hosni Mubarak’s most oppressive rule, fully backed, geared and protected by the army, and restoration of democracy. This spontaneous militant people’s protest which spread like wildfire across the country and virtually assumed the character of a mass uprising was greeted throughout the world as “Arab spring’. Such people’s protest agitations ought to surge forth in other countries of West Asia and Africa where dictatorial rules are in operation, the surging people’s protests have not crystallized in that manner. Most importantly, in order to lead all these protest agitations to their logical culmination, it is essential that the toiling people overcome all hurdles and hassles to close their ranks and develop well-organized powerful movements along the right track, build their own instruments of struggle right from the grassroots level rising above all differences and divisions and give birth through struggle to appropriate revolutionary leadership to spur them on to accomplish the goal. Simultaneously, a mighty militant global people’s movement needs to be developed against imperialism, particularly US imperialism by coordinating the anti-imperialist movements in the different countries and involving all anti-imperialist forces. Any attack on any country must be considered by the people of fellow countries as an attack on all of them by the US imperialists.  Hence, it should be incumbent on the anti-war peace-loving democratic minded patriotic people of all countries to rise up against any such attack, resist and repel with all might.  In other words, it would just not be an expression of solidarity but beyond that--unleashing action spurned by a sense of oneness.  The enemy would know that if it targets one particular country, the people of the entire region would retaliate and strike back.  If such co-ordination and fraternity among the fighting people of Latin America could be developed, it would not only give fillip to the democratic movements in each country but would also enfeeble the enemy to a great extent. And it is also of immense importance to understand that unless the various anti-imperialist people’s struggles grow and develop under correct revolutionary leadership, they will not be led to their logical culmination and might either be aborted midway or end in a half-baked and truncated way and the imperialist conspirators, sly and wicked to the bone, would cunningly exploit the accumulated grievances of the people in those lands for implementing their ‘humanitarian mission” of “planting democracy” through imbedded “agents” shored up as “pro-democracy” fighters. This alone can resist the marauding acts of imperialism, and save the world from this scourge of imperialist terror and oppression. We call upon all anti-imperialist peace-loving people to come forward and shoulder the task of releasing the desired people’s movement to thwart imperialist prowl with due expediency.

With struggling greetings

Coast Guard Mission 'Constant'
By Claudette Roulo
American Forces Press Service
NEW LONDON, Conn., Jan. 31, 2013 - The Coast Guard has a constant mission, the chairman of the Joint Chiefs of Staff told cadets at the Coast Guard Academy today.

"The military -- and I include you in that joint force -- we are the preeminent leadership experience in the world," Army Gen. Martin E. Dempsey said during an all-hands assembly of cadets.

That leadership experience means being a military professional and accounting for both yourself and your institution, he said. "It's not just about you anymore. ... You have to continue your own development, both because you should, but also because of what it does for the profession."

This includes developing and taking pride in unique skills and techniques, the chairman said. "Nobody else can be the Coast Guard," he said. "We can't outsource it."

The military has become more complex since he was a lieutenant, Dempsey said. The services have restructured in response to threats that were once the sole domain of nation states but are now in the hands of decentralized organizations, the chairman said. And now, more responsibility is placed on young leaders than ever before, he added.

"We have to be a network in order to defeat a network," Dempsey said.

Leadership is the most solemn duty of all, the chairman said. "Leadership is why we get up in the morning."

Professional creeds and values can't be abstract for those in leadership positions, he said. "You've got understand what it means to be committed, to serve selflessly, to be courageous, to have integrity, to live up to your creed here," the general said. "... and you've got to develop a bond of trust like in no other occupation in the world."
Leadership is a combination of character and competence, Dempsey said. "You can be the most competent man or woman, but you're not a leader unless you have character."

"You can't develop trust absent character," he continued. Competence is important, he said, but "if your subordinates don't want to be you when they grow up, then you're not a leader." And trust is what allows the military to function, the chairman said.

"You don't get on an icebreaker and head out to the arctic to bang away at 15 or 20 feet of ice unless you trust that, first of all, the captain of the ship knows what he's doing and secondly, that everybody on that team knows what they're doing," he said. "You can sleep when it's your turn to sleep because somebody else has the watch."

Dempsey told the cadets that the world in which they will soon be working is one where change will occur faster than they expect and "it will be more complex ... it'll be unpredictable, and it'll be more dangerous."

This will require leaders to have a firm understanding of national interests, Dempsey said. In its position at the nexus between law enforcement and the military, the Coast Guard plays an integral role in defending those interests, he added.

In response to cadet questions following his speech, the chairman spoke about the budget crisis, the use of unmanned aerial vehicles and the effects of the recent end to the combat exclusion rule.

The budget crisis isn't a new situation, Dempsey said. "It's the worst it's been, but it's not new." Budget crises have followed previous wars, he said.

Where the current crisis differs, he said, is not in its magnitude, but in the amount of time the Defense Department has to deal with it.

"I'm not one that says don't you dare think about taking another dollar from the defense budget," Dempsey said. Refusing all cuts or walling off certain projects won't help the department contribute to the nation's economic well-being, he added.

The department needs budget certainty, time and flexibility from Congress, the chairman said.

"We can't do this every year," he said. "We do embrace change. We don't do real well with uncertainty, and we have enormous uncertainty right now."

If cuts are to be made, he said, the department needs time to absorb them and the flexibility to apply them in a balanced way. "Every time they deny us the ability to touch a piece of the budget, we can't keep it in balance and what generally pays the price then is readiness," he said. "I can't let readiness erode."

Dempsey told cadets the military has to be attuned to how it employs violence, particularly with unmanned aerial vehicles. UAVs have become more precise than they were initially, he added, and rely on multiple layers of intelligence to ensure that civilian casualties are minimized. "I think, as you migrate into the force and have access to these capabilities, you should think about how we employ violence," he said. " ... For what intention are you applying violence? Have you exhausted other means? Are there other means?"

The standards are clear for the application of violence, he said, whether you're talking about a bayonet or a UAV. The real question, the chairman added, is whether the use of UAVs is overcoming the ideology behind movements that seek to harm the U.S.

Turning to the role of women, he said, "The 1994 exclusion of women in combat had become embarrassing." This was because it ignored the reality of women's military service, he added.

"It was an anachronism," Dempsey continued. "It was an emotional anachronism." The rule served to discourage an examination of standards for military occupations across the board, he said. Now, the chairman added, the question isn't whether a woman should serve in the formerly closed occupations, but "why shouldn't they?"

He noted that not all men can, or even want to, qualify to serve in combat specialties. "I don't wear a Ranger tab," he said. "I'm not an infantryman, I'm an armor officer. I chose to ride to work," he joked.

The end of the combat exclusion rule means that he has access to the deepest talent pool available, Dempsey said. Only one in four men of military age in the U.S. qualify for military service, he said, and that population isn't becoming healthier or more educated. From his perspective, he said, the best reason to open combat specialties to women is that "we're going to need them ... I want to have as much talent available as I can possibly have."

Revamped Program Aids Separating Service Members

12/06/2012 12:46 PM CST
By Donna Miles

American Forces Press Service
WASHINGTON, Dec. 6, 2012 - Major changes announced today to the Transition Assistance Program will revolutionize the way the military prepares people leaving the services, with mandatory participation in programs throughout their military careers to help set them up for a successful transition.
The redesigned program, called Transition Goals Planning Success or Transition GPS, was unveiled by Defense Secretary Leon E. Panetta and Veterans Affairs Secretary Eric K. Shinseki. It is a multi-agency response to President Barack Obama's call to improve career readiness for separating service members, explained Susan S. Kelly, principal director of the Defense Department's Transition to Veterans Program Office.
The president hinted at the most-sweeping change to the Transition Assistance Program in two decades during a speech this summer to the Veterans of Foreign Wars. Obama called it the centerpiece to a broader federal effort to help service members transition to civilian life and to reduce veterans unemployment.
During the three-phase rollout of the Transition GPS program that will continue through 2014, the many, but often disconnected, activities conducted across the U.S. government to support veterans and their families will be melded into one comprehensive effort, Kelly said.
The Defense Department and departments of Veterans Affairs and Labor aligned their most successful programs to deliver better and more comprehensive services to help make service members "career ready" for civilian employment, officials said. They reached out to the Department of Education to integrate the latest teaching methods and tapped into the resources of the Office of Personnel Management and the Small Business Administration.
One of the biggest changes in the new program is that participation is no longer voluntary.
Based on a law that took effect Nov. 21, service members can no longer opt out of the transition assistance program. All, including reservists and Guardsmen demobilized after 180 days of active duty, must now attend specific training sessions and take concrete steps to prepare for separation.

During phase one of the rollout, being implemented immediately, all separating service members will receive counseling about Department of Veterans benefits, Kelly said. In addition, most will be required to attend newly revamped employment workshops run by the Department of Labor.
These workshops incorporate new curriculum such as how to explore career interests, use search tools to find job opportunities, write a resume, interview for a position and negotiate a salary, said John Moran, DOL's deputy assistant secretary for Veterans Employment and Training Service.
While fulfilling the congressional mandate to reach out to all separating service members, the interagency team went a step beyond the law to further enhance the effort, Kelly said.
Separating service members must now take financial planning training, and complete a 12-month budget that factors in the cost of where they decide to live after leaving the military. They must evaluate how their military-acquired education, training and experience translate into civilian career qualifications and prepare an individual transition plan.

The task force ran a pilot program last summer at seven installations to evaluate this core curriculum, gathering assessments from about 950 military members who participated.
"Many in the pilot programs found it eye-opening," Kelly said.
The seven pilot sites continue to offer the DOL workshops, but the instruction will be available service-wide by January, Moran said.
The program's second phase, to be tested during 2013 and implemented by the year's end, establishes requirements for separating service members who plan to go on to college or technical or career training or to start their own businesses.
Those electing higher education or other training will be required to show an acceptance letter from that institution, or have an application filled out and ready to submit, Kelly said. They also will be required to establish a contact with a counselor to follow up with after leaving the military.
Also during phase two, service members who hope to become entrepreneurs will be required to connect with the Small Business Administration for help in drafting and evaluating their small business plans.
The final phase of the rollout to be implemented by the end of 2014 will integrate transition preparation throughout the service member's military career. The idea, Kelly explained, is to begin preparations for transition long before a service member prepares to leave the military.
"The end state that we are shooting for is to embed this across the military lifecycle," she said.
Each service will develop a plan designating points along a service member's career path for this training, Kelly said.
Danny Pummill from the VA called the Transition GPS program an unprecedented interagency effort that ensures service members have the time and resources to prepare for a smooth transition from the military.
It will help the nation's newest veterans live up to their destinies as "the next greatest generation," he said.
"If we do this right, this is our opportunity to once again transform America," Pummill said.

The meeting expressed grave concern at the deteriorating law and order situation in the city and demanded that the police personnel engaged to provide security of the so called VIPs should be put on duty for the security of the public instead. Meeting further cautioned against the failed water samples from the nearly all the tube wells and warned that this could lead to serious illnesses in the time to come. It was demanded that the high water tanks should be utilized properly and water should be supplied after filling them rather than supplying directly from the motors. This can ease the situation of low pressure in many areas. The damaged water pipes should be replaced. Civil hospital should be upgraded to meet the needs of common man for advanced health care. Traffic situation should be properly managed through traffic education and effective  control. More and more flyovers should be built. Master plan of the city should take care of the interest of the small shopkeepers and small scale industries. Com.Ramesh Rattan – Secretary clarified that Sarabjit Lal who had won the election from Salem Tabri last time on the CPI ticket and has now joined the BJP ceased to be member of the party for over two years for his anti party activities. Com Kartar Singh Bowani – Secretary Distt. Unit, Dr Arun Mtra – Asstt. Secretary and Com Gulzar Goria gave a report of the party congress.

Betrayal by BJP and Congress

Toxic waste-to-electricity incinerators reveals truth
Citizens Must Defeat anti-environment and anti-people forces
Fri, Apr 6, 2012 at 8:04 PM
NEW DELHI: Residents, environmental groups and waste recycling workers are protesting against Bharaitya Janata Party (BJP)'s manifesto that promises bring municipal waste incinerators to generate electricity by burning waste in the national capital region in contravention of a Supreme Court order putting a stay on use of incinerator technology. Delhi’s waste recycling workers and environmental groups are demanding the scrapping of the waste-to-energy policy which was not only polluting but also affected their livelihoods.
Earlier opposition party leaders of the BJP had also expressed apprehension over the location of such a plant in a densely populated areas of South Delhi. “This plant would release various types of harmful gases which will certainly pose serious helath threat to the lives of surrounding residents,” said Vijay Kumar Malhotra, BJP M.P. in a letter dated June 27, 2008 to the Lt. Governor of Delhi, Tejender Khanna. The U-turn by BJP is an act betrayal.
The toxic emissions from plants of this type have been known to cause birth deformities, caners, respiratory ailments and hormonal problems.
This proposal of the BJP in collusion with the Indian National Congress will turn Delhi into a health and environment disaster zone. Residents, environmental groups, waste recycling workers and left and socialist parties have joined hands to oppose the hazardous municipal waste incinerators in Delhi's Narela-Bawana, Ghazipur and Okhla.
The minutes of the Environment Pollution (Prevention & Control) Authority for the NCR (EPCA) reveal that Municipal Corporation of Delhi (MCD) was asked about the actions taken to improve Municipal Solid Waste (MSW) management in Delhi. "To this MCD replied that individual waste to energy projects have been already given to Jindal, Ramky and GMR, which will result in minimal inert residue for landfilling along with the generation of electricity," the minute reads. This is factually deceptive and scientifically incorrect.
As per the Manual on Municipal Solid Waste Management, Union Ministry of Urban Development, physical composition of Indian waste shows that inert material constitutes from 43.59 % to 53.90 % and compostable matter constitutes 44.57 % to 30.84 %. Thus, the total inert residue from waste to energy incinerator projects will be significantly higher after the incineration of waste which will produce toxic ash as well that requires disposal in engineered landfills.
This grave situation has emerged due to evidently flawed waste to energy policy of central government, state government and the MCD which are providing incentives to hazardous incinerator and co-incineration incineration technologies like Refuse Derived Fuel (RDF).
Political parties other than BJP and Congress must promise to work for abandonment of this harmful policy to save irreparable damage to sustainable and sane municipal solid waste management practices. It may be noted that besides being an emitter of Persistent Organic Pollutants, as per Annexure A of Kyoto Protocol, waste incineration is a green house gas emitter. The Ministry of Power can vouch for the fact that the energy from municipal is inconsequential compared to the colossal public health concerns.

The "White Paper on Pollution with an Action Plan" of the Union Ministry of Environment & Forests that the ministry’s wisdom is opposed to such municipal waste incinerators. The relevant part of White Paper in paragraph 4.1 reads: "The NEERI studies show that the treatment of solid waste not reduces the quantity requiring disposal but also reduces its pollution potential thereby preventing its adverse impact on environment. Some treatment methods also yield a product which can be recycled. Thermal treatment methods such as incineration or conversion of waste to briquettes and its subsequent use as fuel are not feasible due to the low heat value of the municipal solid waste in MCD area. The experience of the incineration plant at Timarpur, Delhi and the briquetting plant at Bombay support the fact that thermal treatment of municipal solid waste is not feasible, in situations where the waste has a low calorific value. A critical analysis of biological treatment as an option was undertaken for processing of municipal solid waste in Delhi and it has been recommended that composting will be a viable option. Considering the large quantities of waste requiring to be processed, a mechanical composting plant will be needed." Unmindful of this both Congress party led Delhi government and BJP led MCD are promoting such toxic power plants which emit chemicals like Dioxins which were used in US-vietnam war.
Residents, environmental groups and waste recycling workers appealed to the citizens of Delhi to ensure that both BJP and Congress do not get their support else they turn Delhi in to a gas chamber for the present and future generations.  -

A discussion by Punjab Manch

Punjab Election:Poll % has considerably declined
Chandigarh// March 18, 2012//Bureau Report:
Recent Punjab assembly polls witnessed highest ever turnover of around 79 per cent voting which could be projected as an evidence that Punjabis have a firm faith in the democratic system based on universal suffrage. But, at the same time poll percentage has considerably declined in the case of both the Akali-BJP combine which returned to power for the second time in a row and its main rival party, Congress- a runner-up in the election fray. As compared to the 2007 assembly elections, the winning alliance secured 3.49 per cent lesser votes and Congress’s share came down by 0.79 per cent. This trend indicates the Punjab voters have not swung in favor of either of the two main contenders. And they wanted a change in the regime which eluded them because of various reasons and factors. As statistics vouchsafe that the winning alliance, at least, could not claim the people have voted in favor of them overwhelmingly and have recorded their appreciation for “ better governance and development works undertaken by the last Akali-BJP regime”.
Thus, the election results have surprised and puzzled many about how the vote-arithmetic have worked and what factors played their decisive role in sealing the fate of an overconfident Congress. In their attempt to crack the puzzle; thinkers, academicians, journalists and social activists assembled in Kisan Bhawan here today and deliberated for about three hours on the undercurrents that brought Akalis-BJP back to power.
Participating in the discussion, organized by the Punjab Manch, former Baba Farid Medical University Registrar Dr Piayre Lal Garg said it is interesting that the Akari-BJP comes to power in Punjab even by getting 3.49 per cent less votes as compared to the 2007 election. Dr. Garg said there should be an alternative agenda to rally around recurring dissent among the people against the corporate and neo-liberal policies being pursued by the mainstream parties. There is an urgent need of dismantling a myth being orchestrated by the media that Akal-BJP combine won the election because of the best management by Sukhbir Singh Badal.
Commenting on defeat of Congress, Senior journalist Hamir Singh said the Congress had failed to project itself as strong opposition to the Badal government, hence it could not cash upon on apparent wide-spread resentment among the people on some anti-people policies of the outgoing regime. As the Akali-BJP regime followed the same model of development in Punjab which was being pursued by Congress led UPA government at the Centre, the Punjab Congress could not gather the moral strength to oppose those policies. Visibly upset over such developments, the people wanted a change in the state’s governance and voted for the PPP getting a sizeable 5.17 per cent votes. Whereas Samajwadi Party swept the polls by gaining the same per cent of votes over its nearest rival BSP in Uttar Pradesh.
Senior columnist-writer Jaspal Singh Sidhu said the Punjab Congress lost election because its Delhi-based high command invariably adopts a patronizing attitude towards its state units and acts as a balancing force for different pressure groups instead of resolving their differences for strengthening them. Such top-down command structure of Congress and other all-India party, BJP are fast ceasing to work in the era of reasserting regionalism that has already forced the ‘national parties’ to form coalition governments with regional political parties.
Senior journalist Jagtar Singh said that the Akalis who were loosing six months before the polls, However managed to refashion their image, through skillful management. Despite the Election Commission’s strict vigilance, candidates freely exercised use of money and drinks through some innovative ways to buy votes.
Prof Manjit Singh from Punjab University said the common man stands nowhere in the electoral system which has virtually been hijacked and seized by those who have a hold on political, money and muscle power. And the democracy is no longer a participatory exercise for the people to choose their own representatives rather it has been turned out to be a ‘convenient tool’ in the hands of a political class to usurp power.
Another columnist Karmajit Singh said the panthic agenda from religious point of view was totally ignored in the election but cultural strains too become a casualty perhaps because of globalization and corporate dominance has succeeded in spreading the Western culture and English language.
Another journalist Yadwinder said the politics has been corporatized leaving a shrunk space for alternate people’s agenda.
But Malwinder Singh Mali said that people’s search for 3rd alternative could be seen as they refrained from voting the two mainstream parties resulting in decline in their vote share.
CPI(ML-Liberation) activist Kanwaljit Singh said the masses has to be motivated and politicized to make them vote for the alternative agenda of change as the masses in placid situation tend to be driven by their vested interests and short-sightedness.
Former Punjab Mandi Board chairman Jugraj Singh Gill said congress lost elections because of wrong allocation of tickets.
Karnail Singh Jakhepal and several others participated in the discussion.

CPI, AITUC and PPP on budget

The Union Budget:A strange string of announcements: PPP
In his budget speech, Finance Minister Pranab Mukherjee quoted a line from William Shakespeare’s seminal play, Hamlet- The Prince of Denmark. , “ I must be cruel only to be kind,” he said, suggesting that it is time for the government to take tough actions to ensure a better future. But his actions were in dissonance to his words. The Union Budget presented by Finance Minister Pranab Mukherjee was a strange string of announcements that made all the right noises about the problems faced by Indian economy, but was woefully inadequate in terms of policy measures to control these problems. Let us start from inflation. Over the past many months, almost all the top leaders of UPA government have admitted that common man deserve relief from the unconscionable levels of inflation that we have seen in the past 3-4 years. But despite this, the Finance Minister, increases the Excise duty by 2 per cent. Not only this, he extends the scope of service tax. All these enhancements are going to be passed on to the final consumer, and will fuel the inflation to further heights.  Amidst such circumstances, the minor income tax reliefs that the finance ministers seems to have offered appear to be a cruel joke.
By not controlling inflation, the government wants the common man to struggle to eke out a living, but on its own it continues to live at unconscionably high expenditure as is shown by the humungous government debt which close to 46 per cent of country’s GDP. Even when saddled with this monstrosity, there is no attempt to mend by the UPA government to mend its ways. The fiscal deficit is in excess of 5 per cent, way beyond the permissible limit of 2 per cent. Once you include the fiscal deficits of our profligate states, than we are staring at a figure that would reveal that India is on a precipice of debt disaster that can have catastrophic consequences for the economy. So basically India is facing a situation where we are saddled with the two most critical problems of a modern economy i.e. high inflation and high deficits. Add to it the political pusillanimity which has become a hallmark of the UPA government. With such a deadly cocktail in offering, it is obvious that foreign investors are not going to savour the prospect of coming to India (leave aside the Foreign Institutional Investors). With no investment coming in green field projects, I fail to see, how can the finance minister be hopeful of attaining GDP growth levels of 7.8 per cent.
Such talk is nothing but political sophistry aimed at diverting attention from government’s own inadequacies. The UPA government seems to develop cold feet on many of the initiatives it itself had pursued with great gusto initially. Mr Mukherjee’s speech today was resoundingly silent on Direct Tax Code as well as on any road map to implementation of Goods and Services Tax (GST).
Increase in disbursal of credit to agriculture is welcome but government has again been found wanting in ensuring the proper distribution of this credit. Independent researchers have shown the politicians have used this agriculture credit scheme to further their own objectives. Data shows, that the agriculture credit is disproportionately high in the constituencies of influential politicians and inadequate in areas where there is a dire need of funding.
There have been no reliefs or incentives for small scale manufacturers and even the sunrise sectors of biotech, IT, telecom and media- which have largely fuelled India’s growth in the last few years. There is in incentive for capacity expansion, which means, that fewer jobs would be created but that India’s economic growth would continue to buoyed by consumption. While consumption is an important facet of economic growth, an overlying importance of consumption instead of investment to fuel economic growth can be problematic. This problem is further exacerbated if the country is passing through a crisis of high inflation. Unfortunately, we are witnessing both consumption led growth as well as high inflation. It is staggering that the government led by an eminent economist, has chosen to do nothing about it.

This is against the interests of the workmen-AITUC
Com O P Mehta Secretary All India Trade Union Congress, Ludhiana and Com D P Maur – Secretary Joint Council of Trade Unions Ludhiana has criticized the union finance minister for decreasing the interest rate on the Employees Provident Fund from 9.5 to 8.25%. This is against the interests of the workmen who have minimum saving from this. He warned the government to revoke this decision otherwise face stiff opposition from the working people.

CPI Ludhiana unit termed the budget to be inflationary
The Communist Party of India Distt. Ludhiana has termed the budget to be inflationary as increase in the service tax and the excise duty will lead to increase in the burden on the people. Marginal increase in the tax slab exemption is a mockery with the people as it no where meets the price rise during the last year. There is marginal increase in the health budget which will not meet the health care needs of the people as a minimum of 6% of the GDP is needed from the public spending to give basic minimum health care to all. No policy in employment generation and security of jobs has been defined. Agriculture section has not got the attention due to it. Decision to raise Rs. 30,000 crore  through disinvestment is against the interest of the nation and the working people. statement was issued by
Asstt. Secretary Dr Arun Mitra and City Secretary Ramesh Rattan.

NARAIN KATARIA from New York

Reasons for the disasterous decimation of
Nehru-Gandhi dynasty in UP elections
March 13, 2012
Anti-Hindu attitude of the UPA Government led by Sonia Gandhi, their blind appeasement of the Muslims in India, torture and arrests of Hindu  saints and leaders and the multi-billion dollar scams of its key ministers in government -  all these factors contributed heavily to the humiliating defeat of The Dynasty this month in the Utter Pradesh state elections.
Now the details:
1.     Sonia Gandhi’s insidious attempt to draft the “Communal Violence Bill 2011” with help of the Islamists and Leftists was clearly viewed by the country’s large Hindu population as malicious in content and designed to destroy the Hinduism in India.
2.     Home Minister P. Chidambaram had openly equated the dangerous Islamic terrorism in country with the patriotic efforts of Hindu groups, which he labeled the “Saffron terrorism” or “Hindu terrorism.” Such mindless efforts from the government side deeply antagonized the one billion Hindus who had quietly decided to get even at the election time.
3.     The openly undemocratic and blatantly highhanded crushing of the Baba Ramdev’s peaceful protest at Delhi’s Ram Leela grounds with a brutal force of 5000 Delhi policemen on orders of the Congress Party leaders had angered many Hindus. The arrest and tortures of patriotic Sadhvi Pragya Thakur, Colonel Purohit, Swami Aseemanand and others had convinced the Hindu leaders to take action and get rid of the perpetrators of the injustice. UPA Government’s obstinate refusal to come up with a fair and effective Lokpal Bill for catching corrupt politicians in country also added fuel to the fire.
4.     The UPA government is so terribly frightened of the Islamic terrorism in country that it dare not take any strong action against. Additionally, it has ignored the sufferings of seven lakh Kashmiri Hindus and overlooked their genocide, ethnic cleansing and expulsion from the land of their ancestors.
5.     Hindu girls are kidnapped everyday not only in Pakistan but also in India and are converted to Islam. They are then forcibly married to Muslim men and the Congress Party government watches it all shamelessly. Minority Hindus in Pakistan and Bangladesh are already living in a state of Islamic subjugation and savagery. In December last year, 250 Hindus had left their homes and hearths in Pakistan and sought asylum in India.
6.     On the top of that, the UPA government’s sinister attempt to arbitrarily increase the quota of government jobs for Muslims taking away a share of OBC has angered the Hindu Society. In order to appease the Muslims for votes, the government avoids taking action on Afzal Guru who was ordered to be hanged by Supreme Court of India for his heinous crime of attacking the nation’s Parliament in 2001. All these crimes against the country made Hindus very unhappy.
7.     UPA Chairperson Sonia Gandhi’s son Rahul Gandhi is known to nurse a deep hatred against the Hindus. He considers the patriotic, peaceful and law abiding Hindus to be more dangerous for India than the internationally known Pakistani terrorist outfit Lashkar-e-Tayiba. The young crown prince is reported to have told the United States ambassador Timothy Roemer that the growth of 'radicalized Hindu groups' could pose a bigger threat to the country.
8.     Under the UPA dispensation, the term secularism has turned into an euphemism for Hindu-bashing and Muslim-appeasement. Even though the country’s Hindu population is over 83%, Hindus are treated as the second class citizens and their voice is gagged.
9.     Thank goodness that the great men like Baba Ramdev, Dr. Subramanian Swamy and the freedom-fighter Anna Hazare are currently playing a big role in exposing the corruption in high places. They have taken up the important task of educating the masses and bringing back the billions of dollars of Indian money stashed in the foreign and Swiss accounts.
10.                         -The Congress party leaders like Digvijay Singh, Salman Khurshid, Rahul Gandhi, and Sonia Gandhi are busy protecting the criminals in government and covering their sins. These people have proved to be ineffective and totally uninspiring to the masses.  They probably believe that just by doing the Bhashan-bazi (giving lectures), they would be able to fool the country’s voters.
With the huge electoral loss of the Sonia-Rahul Gandhi’s Congress party in the UP elections, an old popular Bollywood song has once again come alive, “ jhumka gira re Bareli ke bazar mein.” It points out that the Dynasty has lost in a big way in the market place of Rai Bareli where their party was badly routed even though the region was their stronghold in the past.
We believe, in the upcoming national elections of year 2014, the world will witness the spectacle of rapid and inexorable rout of Sonia Gandhi and her cronies. In those elections, the corrupt ruling politicians and their buddies will suffer cataclysmic consequences for their egregious violations of Hindu Human Rights.

Prashant Bhushan is a Shameless Traitor

He should be dismissed and disowned byAnna Hazare
 Narain Kataria in New York
The vituperative comments by Anna Hazare Team Member Prashant Bhushan in the main stream media last week against RSS and Chief Minister Narendra Modi are not only appalling but also highly reprehensible.  It looks as if this loony leftists is suffering from cognitive disorder, Hinduphobia, or both.

It is a matter of great regret and shame that instead of expressing sympathy with 58 innocent Hindu women and children who were burnt alive by 2000 Muslims goons at Godhra station on February 27, 2002, this guy has the temerity to find fault with Hindus and Chief Minister of Gujarat Narendra Modi!  Narendra Modi is a very capable administrator and knows full well as to how to handle religious bigots with an iron hand.  That is the reason, in the last 10 years, there is complete harmony and peace in Gujarat!

Conversely, relentless jihad against Hindus and Sikhs is going on in Pakistan and Bangladesh.  Hindu girls are kidnapped, converted to Islam and forcibly married to Muslim men. Hindus live in Pakistan and Bangladesh under Islamic subjugation. In December 2011, 250 Hindus left their homes and hearths and sought political asylum in India.  In November 2011, 4 Hindu doctors were gunned down in Sind by Islamic militants.  In May, 2010, according to a report in DNA 50 Pakistani Hindus were converted to Islam under pressure from their employers.  Hindus have been almost ethnically cleansed in Pakistan.  Bangladesh Minority Watch in January 2012 reported that some Muslims  perpetrators wearing masks and equipped with deadly weapons attacked Hindus and destroyed Hindu deities in Barisal district.

More than half a million Hindus have been forcibly driven from the Indian state of Kashmir by Deobandi / Barelvi / Salafist / Wahhabi Islamic terrorists.

Though Radical Islamists have been murdering innocent people all over the world as mentioned below, it is inexplicable as to why this guy is supporting Islamic terrorism in India. Last year he had been beaten for supporting separation of Kashmir from India.

This guy is exploiting his position with Anna Hazare to promote his pro-terrorist agenda.  Thus, he is tarnishing the image of Anna Hazare.  This dubious character is a security risk and should be watched by intelligence agencies.  He should also be investigated by CBI for his links with ISI operatives.

It is also disgusting to note that media, particularly English, in collusion with deadly combination of Leftist-Islamist activists cynically exploited the 10th anniversary of Gujarat riot to denigrate, degrade, demonize and vilify Hindu organizations and Narendra Modi.

A cursory glance at the history of terrorism will clearly indicate the fact that most of the terrorist activities, at least 95% of them, all over the world in the last 50 years have been and are being conducted by the adherents of Islam and trained Islamic terrorists..

The World Trade Center in New York, Beslan in Russia, Bali in Indonesia, Madrid in Spain, London, Mumbai,  Godhra Railway Station in India, India’s Parliament Complex in New Delhi, Thailand and Philippine – these were all cases of global Muslim terrorism.

Recently in his 36 page report entitled “Building Resilience against Terrorism”, Canda’s Public Safety Minister Vic Toews said that muslim extremists are the number one threat to Canada.

In Sudan, Jihad was declared and approximately two and half million Christians were butchered by Islamists.

Boko Haram, an Islamic organization in Nigeria, is believed to be responsible for killing and maiming hundreds of people.

Somali Jihadists and The Islamist al-Shabab militia who are slaughtering people like goats in  Mogadishu are all the followers of Islam.

There is a wholesale attack and murder of Coptic Christians in Egypt by the Islamic Brotherhood.

Last month, 40 Islamic extremist organizations held three big public meetings in Pakistan.  In Multan, Lahore and Karachisomewhere between 50,000 to 100,000 jihadists vigorously participated in each meeting.  They vowed to break India into pieces, kill Americans and wipe out Israel.

Under the circumstances, we  suggest that this guy should be immediately removed from Anna Hazare Team and arrested by Government of India for seditious  activities.
